PROCEDURES FOR ISSUING CERTIFICATES OF ELIGIBILITY TO DO BUSINESS IN SPORTS ACTIVITIES FOR YOGA
1. Procedures for issuing certificates of eligibility to do business in sports activities for yoga
Based on sub-section 70 Section B Chapter II Part II Procedures issued together with Decision 3684/QD-BVHTTDL in 2022, the procedures for granting Certificates of Eligibility to do business in sports activities are as follows:
- Implementation sequence:
+ Enterprises submit dossiers to the specialized agency on physical education and sports under the People's Committee of the province where the sports business location is registered or where the enterprise has its head office in case the enterprise has many sports business locations.
+ The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the agency issuing the Certificate of Eligibility) shall issue a receipt of the application to the enterprise.
In case the application needs to be revised or supplemented, the agency issuing the Certificate of Eligibility shall notify the enterprise directly or in writing of the contents that need to be revised or supplemented within 03 working days from the date of receipt of the application.
Within seven working days from the date of receipt of a complete and valid application, the specialized agency for physical education and sports under the provincial People's Committee shall inspect the business conditions for sports activities of the enterprise according to the provisions of Clause 1 of this Article and issue a certificate of eligibility for sports activities; in case of refusal, a written notice must be given stating the reasons.
- Implementation method:
Receiving documents and returning results are done at the headquarters of the agency issuing the certificate of eligibility or by post, via the electronic network.
Time limit for settlement: 07 working days from the date of receiving a complete and valid dossier.
2. Components of the dossier:
Based on sub-item 70, Section B, Chapter II, Part II, Procedures issued with Decision 3684/QD-BVHTTDL in 2022, there are instructions on the dossier for requesting a Certificate of eligibility to conduct sports business activities, including:
(1) Application for a Certificate according to Form No. 02 issued with Decree No. 31/2024/ND-CP amending and supplementing a number of articles of Decree No. 01/2012/ND-CP, Decree No. 61/2016/ND-CP and Decree No. 36/2019/ND-CP;
(2) Summary of the preparation of conditions for sports business activities according to Form No. 03 issued with Decree No. 36/2019/ND-CP;
(3) Certificate of business registration;
(4) Copies of diplomas, certificates, and certificates of professional staff;
(5) Authorization letter.
- Number of documents: 01 (set).
3. Requirements for facilities and equipment:
3.1. Facilities
a) Flat, non-slip training floor.
b) Distance from training floor to ceiling is not less than 2.7m.
c) Training space is airy, light from 150 lux or more.
d) There is a toilet area, changing room, place to store personal belongings for trainees, medicine cabinet and first aid equipment. d) There is a regulation board that stipulates the following main contents: Training hours, participants, participants not allowed to participate, training attire, safety measures during training and other regulations. e) The organization of outdoor Yoga training and competition must comply with the regulations in points a, c, d, and d of this section.
3.2. Equipment
a) Training equipment: - Ensure each practitioner has 01 personal mat or large mat on the floor; - For Yoga fly movements: Silk hammocks (ropes) can withstand at least 300 kg of gravity, installed on a suspension system capable of ensuring the safety of the practitioner. The length of the rope can be adjusted to fit the practitioner's posture; - Yoga training support tools must ensure safety and not cause danger to the practitioner.
b) Competition equipment: - Ensure each person has 01 personal mat or large mat on the floor; - Have communication equipment for members organizing and operating the tournament; - Stopwatch, time board, scoreboard, speakers, boundary lines of the competition field.
3.3. Training instruction density
a) Training density on the floor must ensure a minimum of 2.5m2/01 person.
b) Each instructor must not exceed 30 people in one class.
3.4. Professional staff:
There must be a team of professional staff and officers suitable for the content of the activities.
The certificate of eligibility to conduct business in the field of yoga will be issued by the Department of Culture and Sports, the issuing agency is the Provincial People's Committee. The fee for issuing the certificate will be determined by the City People's Council.
