WHAT TO DO IF THE HIGH SCHOOL DIPLOMA WAS LOST? CAN THE HIGH SCHOOL DIPLOMA BE RE-ISSUANCE?

Nowadays, many people have lost their high school diplomas. So, can you re-issue a high school diploma if you lose it? What are the procedures? This article will outline the above issues.

1. Can a high school diploma be reissued?

A high school diploma is a type of diploma issued by high schools, certifying that the recipient has completed the high school program.

Article 2 of Circular 21/2019/TT-BGDDT stipulates the principles of management and issuance of diplomas and certificates in general and high school diplomas in particular as follows:

- High school diplomas are managed in a unified manner, training institutions are decentralized in management, given autonomy and institutions are responsible for the management of high school diplomas;

- High school diplomas are issued only once, unless the diploma has been issued to the learner but is later discovered to be incorrectly written due to an error on the part of the issuing authority;

- All acts of fraud in the issuance and use of high school diplomas are strictly prohibited;

- Publicity and transparency.

From the above regulations, it can be seen that a high school diploma is only issued once, unless it is discovered that the information on the diploma is written incorrectly due to an error by the issuing authority.

2. How to get a high school diploma if you lose it

As analyzed above, when an individual loses a high school diploma, they will not be reissued a new one. In this case, the individual needs to carry out the procedure to request a copy of the high school diploma based on Point d, Clause 2, Article 5 of the Regulations issued together with Circular No. 21/2019/TT-BGDDT.

Article 28 of the Regulations stipulates the legal value of copies of diplomas and certificates from the original book: “Copies of diplomas and certificates from the original book are valid in place of the original in transactions, except where otherwise provided by law”.

3. Application for issuance of a copy of a high school diploma

Pursuant to Clause 1, Article 31 of the Regulations on application for issuance of a copy of a degree or certificate from the original book, including:

(1) Application for issuance of a copy of a degree or certificate, providing information about the degree or certificate that has been issued;

(2) Original or certified copy of a valid identity card or citizen identification card or passport for the person receiving the application to check;

(3) Power of attorney or documents proving the relationship with the person to whom the original degree or certificate is issued;

In case the person requesting the issuance of a copy of a degree or certificate from the original book is a person subject to (2), (3) Section 3, the power of attorney (for the authorized person) or documents proving the relationship with the person to whom the original degree or certificate is issued must be presented;

(4) In case the person requesting a copy of a diploma or certificate from the original register sends the request by post, he/she must send a certified copy of documents (1), (2), (3) along with 01 (one) stamped envelope clearly stating the recipient's full name and address to the competent authority issuing the copy of the diploma or certificate from the original register.

4. Procedures and order of requesting a copy of a high school diploma

The order of issuing a copy of a degree or certificate from the original book is stipulated in Clause 2, Article 31 of the Regulations as follows:

Step 1: Submitting the application

The applicant for a copy of a degree or certificate shall submit directly or send by post 01 (one) set of documents according to Section 3 to the competent authority issuing a copy of a degree or certificate from the original book;

Step 2: Returning the result

In case the application is complete, the request for a copy of a degree 3 shall be made:

On the same day of receiving the request for a copy or on the next working day, if the request is received after 03 (three) pm, the competent authority issuing a copy of a degree or certificate from the original book must issue a copy to the requester.

In case the request for a copy from the original book is sent by post, the time limit shall be determined from the time the agency receiving the request for a copy receives a complete and valid application according to the postmark;
